Participative management in which society and administration work together on solving social issues, is a promising development for municipalities. However, this requires municipal councils, boards, organisations and society to actively learn how to deal with the changed relationship between municipalities and citizens.

A study conducted by Berenschot into talent-based working within organisations in the Netherlands and Belgium shows that 70% of organisations are working on this to a greater or lesser extent. At the same time, 90% of organisations indicate that they see room for improvement.
