Preliminary study on open (district) heating markets

The goals for improving the sustainability of the built environment are high: in 2050 the built environment in the Netherlands must be CO2 neutral. This has consequences for the energy infrastructure: the electricity, gas and heat networks. It also has an important impact on the network operators and poses social challenges regarding the optimisation of the necessary network investments. Together with network operator Alliander, Berenschot explored the economic, technical and organisational aspects of future developments of (open) heat networks aimed at achieving sustainability in the built environment. They concluded that, supported by a good fiscal, legal and regulatory framework, open heat networks and a TPA based heat market are vital and realistic building blocks for achieving a CO2 neutral built environment.
