Process Management
- Klavertje Vier. Under contract to the City of Venlo, Berenschot is guiding the Klavertje Vier area development process. This is a top 10 area development project in the Netherlands and calls for content, collaboration and implementation involving all layers of government.
- Restructuring of the Food Center site in Amsterdam. The Ontwikkelingsbedrijf Amsterdam (OGA) (Amsterdam Development Corporation) has formed a project team of internal and external experts to guide the Food Center's restructuring process. The process will likely take the form of a public-private partnership (PPP). The project team is currently preparing the tender.
- Aviolanda Woensdrecht. The Province of Noord-Brabant has asked Berenschot to provide assistance to the Aviolanda Woensdrecht area development project. This contract requires Berenschot to guide and coach the project leaders responsible for this area development initiative. Furthermore, Berenschot is also shaping the process architecture and the structure of the process interventions.
- Nieuwe Rivier (New River) (incl. process design). Berenschot prepared and executed a process design for a New River in the Betuwe region. This very challenging and innovative project is still in its infancy, but involves an extremely complex case in which proponents and opponents, champions and saboteurs run right through various management, government and societal layers.
- Mutual Gains Approach for the City of Woensdrecht. Using Mutual Gains Approach sessions, various public administrators, entrepreneurs and social organisations were jointly consulted concerning their respective ambitions related to the future of the western portion of the Province of Noord-Brabant and about opportunities for achieving these ambitions.
- As Leiden-Katwijk. The Province of Zuid-Holland is faced with major spatial and infrastructure challenges within its borders. The Rijnland Route, the link between the A44 and A4 motorways, represents one such challenge. A complex challenge that is being shaped in collaboration with the State, the Province and various municipalities. Berenschot supported the Province’s project team.
Advice
- Support for the Commissie Ruimtelijke Ontwikkeling Luchthavens (Spatial Development of Airports Commission). Berenschot researched various spatial developments of and near regional airports for this purpose. The focus was on regional process agreements and/or the existence or lack of consultation concerning spatial developments. The Port of Rotterdam and the Arnhem Central Train Station spatial developments were checked out for comparison purposes.
- Preparation of business plan for public-private partnership (PPPs) for area development. A business case and a business plan were prepared for the Land Registry Office and the DLG (Rural Area Service) for a jointly to be developed service. The purpose of the service is to offer the expertise of both organisations to interested parties. The business case deals with the financial, legal and organisational aspects.
- Land turnover and creation of a land fund. Reconstruction of the Gelderse Vallei/Utrecht Oost (Gelderse Valley/Utrecht East). Under contract to the Province of Utrecht and the Stichting Vernieuwing Gelderse Vallei (SVGV) (Foundation Renewal Gelderse Valley), Berenschot explored ways in which to increase land turnover in support of the reconstruction of the Gelderse Valley/Utrecht East.
- Sustainable redevelopment, Almere Harbour. Berenschot contributed to the thinking process related to the creation of an alliance between a community school and various nearby institutions. The creation of added value for the parties was a key theme in this regard. Furthermore, effort was invested in finding an optimal form of collaboration for the parties involved.
- Private market survey, Project Mainport Corridor South. Berenschot in collaboration with OVG Infrastructure Development and De Brauw Blackstone Westbroek, under contract to the project management, prepared proposals for a practical business case for the A4 South motorway that combines infrastructure development, management and maintenance with area development. The proposal included the governance structure for the public-private partnership as well.
- Impact analysis, Gent-Terneuzen canal. We carried out a stakeholder analysis within this region under contract to the Province of Zeeland for the purpose of bringing out the interests and ideas in support of a border transcending vision for the canal zone. We then explored various potential solution spaces together with stakeholders using the Mutual Gains Approach methodology. This resulted in a report that describes the impact and interests and that constitutes an initial outline of the vision.
- Public participation in area-centred processes for the Directorate-General for Water. Based on a number of actual cases, we analysed public awareness and public participation in area development projects in the Netherlands for the Ministry of Transport, Public Works and Water Management. The conclusions from this work have been translated into a training programme and simulation for employees in this ministry.
Learning
- Project and process management training and simulation, ProjectManagementBureau Amsterdam. Berenschot conducted various training sessions for the ProjectManagementBureau (PMB) in Amsterdam. The differences between project and process management was a key theme during these sessions. A simulation was part of the training and was used to shape and analyse the behaviour of project managers.
- Training in area development for council members. Council members deal with spatial planning projects and public-private partnership on a daily basis. Berenschot coached various professionalisation programmes in which council members were trained to get a better grip and maintain control over complex area development initiatives.
- Training of public servants: dealing with complex projects. Berenschot translated the recommendations contained in the Randstad 2040 evaluation into a master class for public servants.
- Development and delivery of training plus project and process management simulation. Berenschot developed project and process management training programmes under contract to a number of organisations including the Directorate General for Public Works and Water Management and the ProjectManagementBureau in Amsterdam.
- PPP Training Course 'Collaborating and Creating Added Value' for public and private PPP professionals. In collaboration with the RebelGroup consultancy firm, Berenschot developed a learning programme centred on public-private partnerships. The course combines various PPP sectors and perspectives and provides course participants with insight into the operation of public-private partnerships (www.ppswerkplaats.nl).
Research
- Evaluation of budget for Spatial Policy. Commissioned by the Ministry of Housing, Spatial Planning and the Environment, Berenschot carried out an interim evaluation of the Spatial Policy budget. The Spatial Policy budget is an interdepartmental budget for regional spatial projects that are of national significance. The interim evaluation reviews the efficacy and efficiency of resources on the one hand and the impact and continued effect of the procedure used on the other hand.
- Formulation of Randstad 2040 vision. Berenschot established the basic assumptions required for the development of a long-term vision for the Randstad 2040 programme. The national urban network was compared with international metropolises or urban conglomerates for this purpose. Work on the preparation of long term visions abroad have yielded positive and negative experiences that are of significant value to urban networks in the Netherlands.
- Audits of 'Hart van Dieren' (Heart of Dieren) decision-making process. Berenschot audited the 'Hart van Dieren' project. The audit compared the collaborative arrangements and business case to the changing expectations. The audit was carried out in collaboration with ProRail, the municipality of Rheden and the Province of Gelderland.
- 'Ontwikkelen op Niveau' (Development up to Par): the development of a provincial vision for area development for the Province of Zuid-Holland. Commissioned by the Province of Zuid-Holland, Berenschot wrote an inspiring book about development planning in the Zuidplaspolder.
- Development of a vision for the University of Twente Campus. In collaboration with the University of Twente and various stakeholders, Berenschot developed a supported vision for the university's campus.The vision provided direction for the further development of the campus and brought the parties and ideas closer together.
