EC Framework Contract Lot 7 – Culture, Governance and Home Affairs

In the mid-nineties, the European Commission introduced a fast track system to enable rapid implementation of smaller PHARE projects. In 2004, this became known as the Multiple Framework Contracts (FWC), operating worldwide across many development sectors, for assignments of up to € 200.000. The FWC exists for 13 Sectors known as Lots, covering for example, Culture, Governance and Home Affairs (Lot7). Several consortia of consultancy companies have been contracted for each Lot. Each call-down assignment is competitively tendered to three consortia from the list for each Lot, thus retaining competition while still ensuring that projects can proceed with minimum delay. For the past several years Berenschot has been implementing projects under the Lot 7 Multiple Framework Contract of the European Commission (2005-2009). As lead company of the consortium with:

Berenschot has been rewarded and has implemented over lot 7 55 projects in all developing countries where the EC runs development programmes (PHARE, Tacis, EDF, ALA, Cards/ Obnova, MEDA).

The way we work

The European Commission Delegations (ECD) in beneficiary countries launch a Request for Services (RfS) to three selected consortia, together with the Terms of Reference and a budget for the project. Within 14 days, the consortia are requested to send an offer, containing the CVs of their proposed experts for the posts in the assignment, an indication of the experts’ availability, a financial proposal. Berenschot, as the lead company of our consortium, is responsible for the final selection of the team of experts, for submitting the proposal, and for all contractual matters once a project has been awarded. 14 days after the submission of offers, the ECD in question has to inform the three consortia which consortium the contract has been awarded to. Consequently, the project should be started within just 4 weeks from issuing the RfS.

Examples of specific lot 7 projects:

1) Technical Assistance for the Anti-Corruption Commission in Jordan.

2) Mid term evaluation of the project support to the Integrated Program for strengthening the legal and judicial systems (PIRSJJ)
