Keeping a finger on the pulse of major ICT projects
An instrument that allows us to get and maintain a grip on our many large-scale automation projects. That was the municipality of Rotterdam’s request. Berenschot developed the Major Automation Projects Monitor used by the municipality of Rotterdam to keep a finger on the pulse of all major ICT projects.
Professionalisation
Berenschot has provided support to the municipality of Rotterdam in the use of the monitor since 2002. The monitor plays an important role in the continuous professionalisation of ICT project management. Based on ICT project audits and recommendations, the municipality implemented a number of measures. The purpose of these measures is to improve financial management, conduct proper tenders and properly implement innovations.
Process
Jos Janssens, Senior Advisor with the municipality of Rotterdam’s Civil Service in their Organisation and Information Management department, Resources and Audit Directorate: “We use the monitor to screen the process-oriented aspects of the project. For example, we closely scrutinise the action plan and the project and risk management. This way we ensure that a project does not get out of control. The majority of the service sectors and project managers recognise the added value of this instrument. And is happy with the monitor.”
Evaluation
Berenschot and municipality advisors assess the ICT projects on the basis of relevant documents and interviews with project managers. They look for clearly measurable results in this regard. A solid budget, risk analysis and quality assurance. They report directly to the responsible alderman. The evaluations are carried out prior to the formal start-up of the project, during the project’s execution and immediately before important decisions are to be taken. Such as the award of a large contract to an external supplier.
Broad perspective
Jos Janssens: “The involvement of an external party such as Berenschot in monitoring projects is an advantage. The external consultants are objective. Furthermore they have seen a lot more things than the municipality of Rotterdam alone. And consequently view the situation from a broader perspective. We have been working together with Berenschot since 2002. This is working very well. Whenever we are unhappy about something, we immediately raise a red flag. And we then work out a solution in harmony.”
