Technical Assistance for the Anti-Corruption Commission in Jordan.
The overall objective of this project was to support Jordan's political reform, specifically good governance and anti-corruption.
The specific objectives were to strengthen the newly established Anti Corruption Commission (ACC) to effectively carry out its functions, notably prevent and combat corruption. The ACC has the following objectives:
- To draw up, implement and propose effective policies in coordination with authorities concerned in order to prevent and combat corruption;
- To detect all forms of corruption, including financial and administrative corruption, nepotism and favouritism if constituting an infringement upon the rights of others in order to safeguard the public funds;
- To ensure the principles of equality, equal opportunities and fairness;
- To combat character assassination.
- An Anti-Corruption Expert, Institution and Capacity Building Expert and a Legal Expert
- Analysed the national legal framework (notably the ACC law) and institutions concerned with anti-corruption issues and prepared a comprehensive report.
- Prepared a comprehensive anti-corruption strategy and action plan for its implementation based on the analysis of the legal framework, stakeholders and identified problems.
- Carried out a gap needs analysis of the legal and regulatory framework on anti-corruption matters. Prepared a comprehensive report and recommendations to harmonise the national legal framework with EU and international standards and best practices.
- Supported to draft the needed by-laws on anti-corruption matters.
- Carried out a management/organisational review of the current structure of the ACC with a detailed problem analysis and prepare an institution and capacity building strategy.
- Developed and provided training material on anti-corruption issues.
