Mid term evaluation of the project support to the Integrated Program for strengthening the legal and judicial systems (PIRSJJ)
Under the National Indicative Program of the 9th EDF, the Government has received funding for the implementation of a project to support its plan of action: the Integrated Program for Strengthening the legal and judicial systems ( PIRSJJ). The overall objective of this plan is the consolidation of the rule of law in Benin. The specific objective was to contribute to the establishment of an accessible, modern and efficient judicial system in the context of decentralization in Benin.
- The first part consists of the rehabilitation and modernization of existing courts;
- The second part concerns the construction and equipping of TPI in new departments, and construction and equipping of two appellate courts in Cotonou and Parakou.
A national implementing agency and international technical assistance (ATI) share the implementation of the following activities: (i) rehabilitation and construction of courts, (ii) rational reorganization of the activities of courts and staff training, (iii) computerization.
A judicial and an evaluation expert conducted an interim evaluation of the PIRSJJ.
The experts measured the results of the process initiated by the project through the objectives enshrined in the Financing Agreement; and identified relevant factors to take into account during the execution of the project; They assessed the relevance, efficiency, effectiveness, likely impact and viability of the project support to the PIRSJJ.
