How do I apply the new Multi-year Programme for Infrastructure, Spatial Planning and Transport (MIRT) rules to really accelerate things?

Preparation (and application) of the MIRT regulatory framework

Berenschot, under contract to the Ministry of Transport, Public Works and Water Management, facilitated the interdepartmental process that resulted in the development of the new MIRT regulatory framework. The work took the recommendations made by the Elverding Commission into account. Berenschot is now using the insights gained during the development of the new regulatory framework as a basis for advising local governments about the structure of their exploratory and planning studies.

Mark Hecker, Consultant, Mobility and Infrastructure: “Accelerating means investing. Investing at the front-end of the project. But it is important to be pragmatic, however! Many recommendations tend to want to involve the entire world. By involving all kinds of stakeholders without setting any limits (including public participation), it is possible for opposition to become institutionalised. Trading off one interest for another is not indefinitely possible. To accelerate decision-making procedures requires the Gordian knots to be hacked through, with less anxiety about the possibility of making mistakes.”
